Phoebe Powell is portrayed by Kathleen Wilhoite. Wilhoite is known for her roles on Gilmore Girls (Luke’s sister Liz Danes), ER (Dr. Susan Lewis’ sister Chloe, see link above), and in the films Pay It Forward (Bonnie), Nurse Betty (Sue Ann Rogers), Road House (Carrie), Murphy’s Law with Charles Bronson (Arabella McGee), Lorenzo’s Oil (Deirdre Murphy), and The Morning After (Red), among many others. Wilhoite is also a musician. Kevin (Probably) Saves the World airs Tuesdays at 10pm on ABC.
