The City of New York paid Science Applications International Corporation nearly $700 million to implement a payroll system that would increase efficiency and help prevent workers from gaming the system via overtime and other schemes. The original estimate for the project was $63 million. Yesterday, SAIC agreed, under massive legal pressure, to return over $500 million billed. Fraud.
The “About” page at SAIC’s website features a photo of the American flag billowing magisterially in the wind, behind it a clear blue sky. The headline reads: A Commitment to Integrity. Next there is something about Vision and Values. Which is followed by: “We do all this with the constant and deliberate commitment to ethical performance and integrity that has marked SAIC since its founding.” Isn’t that fraud too?
