In the NCIS episode “Toil and Trouble”, United States Secretary of Defense Wynn Crawford (guest star Mitch Pileggi, The X-Files) introduces himself to Gibbs (Mark Harmon). It’s not a friendly visit. Crawford tells Gibbs the Department is working with the UN on a cease-fire agreement in Syria — and that Gibbs’ chemical weapons investigation is “making people nervous.” Not only does Crawford shut down Gibbs’ investigation but he also demands that Special Agents McGee (Sean Murray) and Torres (Wilmer Valderrama) be arrested for their actions in the case. During the “toil and trouble,” the team also meets CIA officer Westley Clark.

CIA Officer Westley Clark on NCIS is portrayed by Scott William Winters. He’s known for his roles on Blue Bloods (Det. Russ Vandenberg), The Americans (Lawrence), Law & Order: Special Victims Unit (Detective Joe Dumas), Borgia (Rafaele Riario-Sansoni), Dexter (Det. McNamara), 24 (Agent Samuels), NYPD Blue (Det. Stan Hatcher), and Oz (Cyril O’Relly, SEE LINK ABOVE).

Winters has also worked in the films Good Will Hunting with the late great Robin Williams (Clark) and notably in his debut role as Blow Dried Jerk in the 1996 film The People vs. Larry Flynt, among others. Fun fact: He’s the brother of Dean Winters (Ryan O’Reily on Oz). NCIS airs Tuesdays at 8 pm on CBS, right before FBI.
