Justin Harris is the owner of a preschool in West Fork, Arkansas and a Republican member of the Arkansas House of Representatives. He and his wife of 15 years, Marsha Harris, are the parents of three sons. In 2012 they adopted three girls. One girl, a 6-year-old, stayed with them for just a few months. The other two, age 4 and 2, stayed with them for close to a year before the Harrises “rehomed” the girls to another house. Justin and Marsha Harris tell ABC 20/20’s Elizabeth Vargas that they “lived in fear” due to the girls’ “rage screaming, non-stop, eight to 12 hours a day.” They thought things would get better, as Justin Harris cries on 20/20, “But it never got better.” Mrs. Harris allegedly told a babysitter that “the children had demons inside of them” and had an exorcism performed. Rep. Harris has said the Department of Human Services “misled” him about the severity of the girls’ behavioral issues.

The Harrises sent the two girls, who were suffering from Reactive Attachment Disorder (RAD), to live with a former employee, Eric Francis, who raped one of the girls. He is serving a 40-year sentence in prison. During the 20/20 interview, Vargas tells Justin and Marsha Harris, “It just sounds like you guys are passing kids around like they’re pets.” Her interview will air on October 23 at 10pm on ABC.
