In the NCIS episode “Fragments”, a 50-year-old tape recording left by a murder victim is found and Gibbs (Mark Harmon) and the NCIS team try to exonerate Ray Jennings, the Marine serving a life sentence for the crime. It’s not going to be easy. Gibbs’ request for legal exploration has been denied — but Gibbs won’t quit!

Incarcerated murder convictand ex-Marine Ray Jennings is portrayed by Charlie Robinson. Robinson is known for his roles on Mom (blind neighbor Mr. Munson), Hart of Dixie (Sergeant Jeffries), Home Improvement (Bud Harper), and Night Court (court bailiff Mac Robinson), among others.
