In the Season 5 premiere of Gotham, “Year Zero,” Jim Gordon (Ben McKenzie) and Bruce Wayne (David Mazouz) try to protect the city of Gotham from the villains who survived the attack and are now violently claiming territories. Gordon does his best to stay optimistic during these dark times in the dark city where there are no rules, no law — the city the federal government has called “off limits.”
Gordon recruits an old army buddy, Eduardo Dorrance, to help fight the villains. When Gordon tells Dorrance, who’s in head-to-toe army fatigues, “We need shock and awe,” Dorrance replies in his stoic solider way, “shock and awe is my default.” According to Deadline, Gordon will soon enough discover that Dorrance has a “much darker and more evil” plan in Gotham. Comics experts speculate that Dorrance is a take on the comics villain Sir Edmund Dorrance or his son, the villain known as Bane.

Dorrance is portrayed by Shane West. The 6-foot-tall Louisiana native is known for his roles on Salem (John Alden), Nikita (Michael), ER (Ray Barnett, see link above), Once and Again (Eli Sammler), and in the 2012 teen movie A Walk to Remember with Mandy Moore, among others. Gotham airs Thursdays at 8 pm on FOX, right before Seth McFarland’s The Orville.
