It’s using a pretty common exclamation to explain the situation. “D’oh!” it reads when you arrive at the page and everybody knows something’s really not right. Because that’s Homer Simpson talking and it’s one of the most expressive phrases in the culture. (Many Internet pages default to D’Oh when they are unreachable.)
